BY-LAWS
Article I – MEMBERSHIP
Section 1 – Membership would be of the individual and representative stated     in Article IV of the Constitution.
Section 2 – An individual member shall enjoy all the rights and privileges of the BIBAK Voting on matters submitted to the membership; participate in BIBAK activities.
Section 3 – Members are expected to conduct themselves in a way that would reflect positively on the group.

Article II – BENEFITS
Section 1A - Membership for more than eight (8) months is entitled for benefits in case to case basis.
1.       Member who terminate or withdraw her/his membership without going home for good will not receive her benefit.
2.       Member who withdraw her/his membership should sign withdrawal form
3.       Member must report to the BIBAK before going home for good.  Otherwise, she/he will not receive benefit unless she’s/he’s for deportation.
4.       Member who had five (5) months consecutive delinquency in paying her monthly dues will not receive her/his benefit.
    B – Membership below eight (8) months will entitled only for death-aid.
           
Section 2 – Members who is going home for good shall receive €100.
Section 3 – DEATH-AID                                                                                                                         In case of death by a member or an immediate family (parents, spouse, brother, sister, son, or daughter)
                     3.1 - A member is obliged to pay any amount as contribution for the death-aid within one (1) month upon passing the death-aid form.
                     3.2 - A member who does not pay her death-aid contribution after the period of submission will noted on file subject for officers decision to be fair in every member.
Section 4 – In case of deportation, a member shall receive €100.
Section 5 – A member shall receive €2 from each member’s monthly dues if he/she finish four (4) years of membership.



Section 6 – HOSPITALIZATION - A member who is hospitalized shall receive voluntary contribution in case to case basis:
                     A – If he/ she is not covered by the insurance
                                 B – If he/ she is not paid by his/her employer.
Article III – LOANS
A.     Section 1 – The membership fee will be used as revolving fund of the group.
            Section 2 – It is use as loans to the group with 5% interest each month.
            Section 3 – A 1% interest from BIBAK-COOP Loans will be used as Sports Fund.
       B. Section 1 – SHARE CAPITAL – shall be paid by the member as a share capital to be used as revolving fund of the group.
Section 2 – It is use as loans to the group with 5% interest each month.

Section 3 – Interest on loans will be added to the revolving fund.

Section 4 – It is refundable whenever the member will withdraw or go home.
Article IV – FINES
Section 1 – Absentee during meeting without valid reason shall pay €0.50 cents for member and €1 for officers.
Article V – ADVISERS
Section 1 – The adviser must have the desire to participate in the affair of the BIBAK.  The adviser may not be a member but understand and support the group.
Article VI – OFFICERS
Section 1 – The members shall elect the President.  Re-election to successive terms as President is permitted.  The President shall preside all meetings of the BIBAK.  He/she shall administer the affairs of the BIBAK according to the provisions of the Constitution and BY-LAWS.
Section 2 – The members shall elect the Vice-President.  Term of office shall be one (1) year.  Re-election to successive terms as Vice-President is permitted.  He/she shall perform the duties of the President whenever he/she is unable to do so.
Section 3 – The members shall elect the Secretary.  Term of office shall be one (1) year.  The Secretary shall be responsible for reviewing and certifying business documents of the BIBAK.  He/she shall perform the duty of the President and Vice-President whenever they are unable to serve.  The Secretary maybe re-elected.
Section 4 – The member shall elect the Treasurer.  Term of office shall be one (1) year.  He/she maybe re-elected.  The Treasurer shall have the responsibility of BIBAK Financial affair, co-signing of the expenditure for such amount and for purpose as the officer may from time to time determine.  Shall establish a budget annually and maintain financial records of the group.

Section 5 – The members shall elect the Auditor.  The term of office shall be one (1) year.  Re-election is permitted.  Shall have the responsibility for reviewing the BIBAK financial affairs.  For this position, there shall be four (4) persons to handle the different job description for the group such as Loan Repayment Collector, Membership fee Collector, Death-aid Collector and General Auditor.  However, area collectors shall be responsible.
Section 6 – The members shall elect Business Managers.  Term of office shall be one (1) year.  Shall be responsible for marketing during such occasions and fundraising of the group.
Section 7 – The members shall elect Press Relation Officers (PROs).  Term of office shall be one(1) year.  Shall be responsible for publications of the group.

Article VII – COMMITTEES
Section 1 – The committees will be consistent of all officers, past officers and other elected members.
Section 2 – Committees shall consists of:
                     PROGRAM – Appointed members
                     SPORTS – Chairman, Vice-Chairman
                     SOCIAL AFFAIRS – Events
                     FOOD – Appointed members
PUBLICATIONS – Secretary, Press Relation Officers and appointed members

Article VIII – DUES
Section 1 - €2 monthly shall be paid by the member for such benefits of the group.
            Section 2 – shall not be used as revolving fund.
            Section 3 – It is non-refundable.
            Section 4 – Member will signature upon payment of monthly dues.
Article IX – AMENDMENTS
            President, Advisers and other officers may amend the BY-LAWS by a two-third (2/3) affirmative votes of the stated body in the Articles.


CONSTITUTION

Article 1 – BIBAK                                                                                                                                         Benguet, Ifugao, Bontoc, Apayao (those who inhabit the shores of Mantalang and Apayao rivers in the Ilocos and Abra province), Kalinga.
Article II – GROUP
Section 1 – The BIBAK shall be incorporated under the Laws of Cyprus as a non-profit-organization.
Section 2 – The terms of which it is organized shall be perpetual, however, in the event of the dissolution of the group, its property shall be distributed with goals and objectives.
Article III – PURPOSE
Our goal is to unite the workers in Cyprus who comes from BIBAK  provinces and other provinces of the Cordillera Philippines.

Article IV – MEMBERSHIP
 Section 1 – Membership of the BIBAK shall be open to a person who is Igorot(wherever he/she is presently residing).  A permanent resident in any of the provinces states in Article I whether he/she may be originated from other provinces not stated in Article I.
Section 2 – Membership shall be open to a person who have an Igorot blood wherever outside the BIBAK provinces he/she residing.
Section 3 – Membership shall be open to a person who married to an Igorot wherever outside the BIBAK Provinces he/she residing.
Section 4 – Membership shall be open to a person who is not an Igorot but was born in the BIBAK provinces and carries the culture of an Igorot
Section 5 – Membership shall be open to adapted members from different areas in Northern and Central Luzon as long as he/she will abide to the Constitution and BY-LAWS of the BIBAK.
Section 6 – A member shall religiously follow the BIBAK Constitution and BY-LAWS.
Section 7 – A membership fee of €5 shall be paid upon registration of a member.
Section 8 – Membership fee is non-refundable.

Article V – OFFICERS
                                 The officers of the BIBAK shall be President, Vice-President, Secretary, Treasurer, Auditor, Business Managers and Press Relation Officers.
Article VI – AMENDMENT
The Constitution maybe amended by two-third (2/3) affirmative vote of officers.
